Add "ntp" as Recommended package for xubuntu-desktop

Bug Description

Most Ubuntu Editions/Flavors have ntp as a recommended package for their meta-package and it comes pre-installed on a new system. This is good in my opinion, especially for the new users, who don't know their way around linux.

Can you add `ntp` as a Recommended package for xubuntu-desktop (maybe xubuntu-core as well)?

Why should it be installed by default? What makes it better than systemd-timesyncd (and previously ntpdate)?
