Position of widgets on panels do not ebb and flow when swapping out monitors

Bug Description

I'm using Ubuntu Mate 17.04. I have to often shift between single laptop screen to a configuration of three monitors and back again.

I'll walk through a particular situation:

I've got layout configured on my 1366x768 laptop display. The top-bar has the notification area, workspace switcher on the right and the advanced menu on the left. The left panel has a dock at the top and the wastebin at the bottom:

Now I plug in my other two monitors and the primary becomes the monitor directly above the latop display [m2] above [m0]:

 [ m1 ][ m2 ] <--- primary
       [m0]

When this happens, the widgets are configured to a 1366x768 display so look like this on the larger monitor:

  * ==============''''[ ]=============
  @|
  #|
  %|
   |
   |
  v|
   |
   |

So I push them out to the edge of the screen to place them in the expected place:

  * ===========================''''[ ]
  @|
  #|
  %|
   |
   |
   |
   |
  v|

When I have to move the laptop somewhere else I disconnect the monitors, the primary switches back to the inbuilt display (as expected) but the widgets maintain the configuration of a 1920 x 1080
display so looks like this:

  * ===================== widgets are somewhere over here in oblivion
  @|
  #|
  %|
   |
   |

  widgets are somewhere over here in oblivion

I guess the expected behavior would be to have a position based on the display that is in use, rather than a universal position.

Can you reproduce this bug with newer version of Ubuntu MATE?
