Vcenter-as-compute: provisioning broken when using SR-IOV interfaces for esxi/contrailVM

prov_esxi fails with key-error cluster name.
Looks the issue is due to latest testbed.py changes for multi-cluster

Starting 4.0.1, vcenter only and vcenter-as-compute will be provisioned via SM only. SM Work is currently under development.
