[2.3] rackd logs excessively if region is not available

Bug Description

After stopping my regiond service, I noticed that the following message is logged every second in rackd.log:

2017-08-02 21:16:19 provisioningserver.rpc.clusterservice: [info] Region not available: Connection was refused by other side: 111: Connection refused. (While requesting RPC info at b'http://[::ffff:192.168.100.2]:5240/MAAS/rpc/').

Logging this every second seems redundant and excessive.
