Bug Description
When using an abbreviated CIDR such as 10/8 in a router creation, keepalived segfaults. This issue affects non-ha routers as well.
neutron router-update UUID --routes type=dict list=true destination=
I'm hesitating between fixing it in the client or fixing it in neutron itself. What would be the best place to fix this?

This might be fixed in the later RHOSP ... I found this here [1] so I'll try reproducing this issue with later releases.
