Bug Description

1) Linux 4.10.0-27-generic #30~16.04.2-Ubuntu
2) xserver-xorg-core-hwe-16.04 2:1.19.3-1ubuntu1~16.04.2
3) Expected:
   Keyboard manager don't intercept all combinations
4) After upgrade xserver-xorg-core-hwe-16.04 from 2:1.18.4-1ubuntu1~16.04.2 to 2:1.19.3-1ubuntu1~16.04.2 I've got problem with keyboard manager. Keyboard manager intercepts all combinations associated with change switching languages.
Example:
Ctrl+Shift changes my keyboard layout, when I send combination Ctrl+Shift+T into terminal it combination doesn't works, but switches my input language.
