Bug Description

On a lubuntu next install I tried to install offline following this testcase on an hp laptop that had previously worked with lubuntu and secure boot.

ubiquity:
  Installed: 17.10.2
  Candidate: 17.10.2
  Version table:
 *** 17.10.2 500

        100 /var/lib/dpkg/status

Description: Ubuntu Artful Aardvark (development branch)
Release: 17.10

I expected this install to work with secure boot like it should instead it did not install a signed version of grub so no bootloader points to the new install meaning the new install cannot immediately be booted into.
