Files Should hide "File System" for users who are not root.

Bug Description
Since users cannot modify "File System" there is no point to show it to normal user, and people who do want it can bookmark "/" anyway.

No users should ever run Files as root, so that would effectively mean we don't ever show the File System. However, this item is still useful in a read-only capacity. Marking as "Won't fix".
