Documentation: docs needed for Mark Item as Missing Pieces function

Documentation is needed for the Mark Item as Missing Pieces function, which can be accessed from the Circulation Menu or the Checkin Screen. Briefly, the function works as follows:

- Changes the item's status to Damaged, or another status specified by a library setting
- Prints a Missing Pieces slip to put with the item
- Renews the item, or checks it out to the last patron who circulated the item.
- Opens the Edit Item Attributes screen to allow additional edits to the item.
- Opens the Add Note to Patron window so a message can be added to the patron record.
- Opens a text editor with a Missing Pieces Letter so that it can be edited, printed and mailed to the patron

Just FYI bug 1685929 addresses adding "Mark Missing Pieces" (to the check-in page/grid) of the web staff client.

I should note however, that on the web staff it's non-trivial (probably undesirable) to open a local editor to do a Missing Pieces Letter, so likely a new task will need to be created to discuss what alternatives there are to that.
