Bug Description
Some things the lint tool could check:
dep3 headers present (Forwarded or Origin: upstream/backport, etc).
Bug references available.
Noiseless quilt options used ("-p ab --no-timestamps --no-index") to prevent future diff noise - only if patch is new or refreshed (should be silent if only dep3 headers changed).
