add more feedback to copy tag admin interfaces

Bug Description

Per the following comments by made by Josh Stompro in bug 1673857, more feedback should be added when actions in the copy tag administration interfaces succeed or fail:

[1] In Server Administration -> Copy Tag Types, test creating and modifying copy tag types.
  As a superuser I had no trouble adding/removing/editing copy tag types. When I switched to a user without the correct permission, I wasn't able to add/edit/delete the copy tag types. I did notice that there is no feedback given when the actions failed. The only way to know that it didn't work is because no new entry showed up in the list(when adding types). It would be helpful for there to be an error message. Once I added the correct permissions to the user, then I was able to admin the copy tags.

[2] In [Local] Administration -> Copy Tags, test creating and modifying copy tags.
  Worked fine, other than the lack of feedback when actions failed.

Note that this probably should be treated as a specific case of a more general problem of provided feedback in interfaces that use and embed egEditFmRecord

I can confirm that as a 'super user' I could add/edit/delete both item tag types and item tags. While logged in as a user without sufficient permissions, I was not able to add item tag type or item tags through the administrative interfaces. This option was 'grayed out.' However, when I attempted to edit an item tag type and an item tag, I received a confirmation message--even though the edit did succeed. When I attempted to delete an item tag type and an item tag, the deletion did not succeed, but there was no indication of either success or of failure.

Note: when editing an item and assiging an item tag to it, I did succeed in inadvertently creating a new item tag on the fly.

Tested on our test server logged in as a staff user without Item Tag permissions with the following results:

Add item tag/tag type: the options to add a new item tag and to add an item tag type were both unavailable (e.g. grayed out)

Edit item tag/tag type: I was able to select an item tag and to edit it, but the update was not saved and an appropriate error message displayed. The same was true when I attempted to edit an item tag type.

Delete item tag/tag type: I selected an item tag and attempted to delete it, but was unable to do so. An appropriate error message displayed. The same was true when I attempted to delete an item tag type.
