audio settings dont allow selecting profile for bluetooth speakers

Bug Description

Testing Ubuntu 17.10 daily amd64 encrypted home.

On previous versions of Ubuntu (eg. 16.04) in the audio settings when selecting a bluetooth speaker a profile (HSP or A2DP) could be selected. I connected my bluetooth speaker it shows up in the audio settings, i selected the bluetooth speaker as output but every sound still comes from built in laptop speakers not from the bluetooth ones.

"pulseaudio[5109]: [pulseaudio] module-bluez5-device.c: Default profile not connected, selecting off profile"
"pulseaudio[1525]: [pulseaudio] module-bluez5-device.c: Refused to switch profile to headset_head_unit: Not connected"

This sounds close to bug 1704297, and you have the same error message in your log. So let's handle it there...
