crashes when typing pound symbol (shift-3) with English UK and LC_CTYPE="C"

Bug Description

I had LC_CTYPE set to C (for some forgotten historical reason!)
I use English (UK) keyboard settings

Hitting shift-3 (often by mistake) makes tcsh crash.
Ditching the LC_CTYYPE environment variable setting (to make locale report
"en_GB.UTF-8" instead of "C" clears the problem.
