Windows menu, freeing the View menu

Bug Description

The View menu is quite crowded at the moment, eating
mnemonics. Perhaps we want to have the windows menu as
defined by the Gnome HIG, section 4.8. Windows menu.

While the HIG suggest the window menu to be used only
in an MDI app, openoffice pretty much has the same
interface as Inkscape too (and has the windows menu).

Having a list of open documents in the menu is also a
lot easier to navigate than the current previous/next
window.

That makes sense, assigning to Bryce to take into account in
the gtkmm redesign.

As opposed to OpenOffice.org, one of the Inkscape goals is
to follow the HIG, so this is important.
A possible solution to free the View menu can be to group
some elements in submenus.
