Nautilus doesn't create folders in home dir on first boot

Bug Description
When booting Ubuntu 17.10 for the first time, I noticed that the "usual" folders (like Documents or Pictures) in my home directory weren't created. Instead, I only found "Examples" and "Desktop". After a reboot, the folders were there.
