generate-id() returns non-unique values

Bug Description

It seems related to patch https://bugs.debian.org/823857.

The command
xsltproc generate-id.xsl pages.xml

returns:
<result><any id="idm1">
 <node id="idm2">
  <name id="idm3">and content</name>
 </node>
</any><and id="idm1">
 <this id="idm2">
  <is id="idm3">another</is>
  <example id="idm4">of xml</example>
 </this>
</and></result>

Expected result: all IDs should be unique.
