Quickstart fails if VM extradisks are already attached

Bug Description

The quickstart task that attaches "extradisks" to a VM is not idempotent, and will fail if a disk is already attached. This makes it difficult to re-run a playbook while retaining the overcloud inventory.

    Don't fail if VM extradisks are already attached

    Add logic to the task that attaches "extradisks" to an overcloud VM so
    it doesn't fail if a disk is already attached. This avoids false failures
    that otherwise occur if you re-run the playbook.
