[devstack] Error Unable to establish connection while installing package io.murano.applications

Bug Description

On ocata branch only, murano devstack plugin seems to fail ~70% of the time in Congress dsvm job with the following error:

I hesitated to file a bug because I don't see the same issue in murano project gate. But I considered other possible causes and they also seem unlikely. So I figured I'd file the bug to get some eyeballs on the issue.

It could be a job config issue, but one may expect 100% failure rate with a job config issue. Also, there is nothing non-default wrt to murano in the job config: https://github.com/openstack-infra/project-config/blob/master/jenkins/jobs/congress.yaml#L2

It could also be an infra issue, but somehow it affects only ocata branch, not newton and not master.
