Merge 2.4.0-2 from Debian Sid

Debian has several new releases that we should merge into Ubuntu.

The delta exists because of a modification needed for the Python 3.6 transition that hasn't been upstreamed to Debian yet. We should keep the delta until that happens.

I don't believe this is the right action.
The last Debian upload finally fixed the build of multiple python versions, so the python3-all-dev build-dep is more than right.

force-syncing instead.
