Bug Description
Currently, in Tacker we used Heat-translator for scaling feature. In Tacker, we can describe multiple VDUs (Virtual deployment units) in a single VNF descriptor (VNFD). When scaling is applied to such a VNFD, our design is to scale the selective VDUs. Unfortunately, currently scaling will be enabled for the whole VDUs.
In order to fix that issue, we need to re-factor "targets" function in heat-translator
