Bug Description

py27/py35 seems to fail frequently timeout of congress.tests.dse2.test_dse_node.TestDseNode functions. Need to fix the same.

Anecdotally, seems to be correlated with gate infra load. It's been a lot worse recently as we close in on deadlines. I vaguely recall similar issues in past releases too.

Also seems correlated with an increased incidence of other connectivity-related failures in tempest tests. E.g. Request to service '__engine' timed out
