I am seeing system internal error message popping up everytime I start the OS and this Bug also doesn't allow me to do system updates

Any chance /usr/bin/python is not a symlink to /usr/bin/python2.7?
ConfigParser is part of the Python 2.7 stdlib; in Python 3 its been renamed to configparser, so the debpython module won't work with Python 3.
