model-config uses clumsy syntax for empty string values

Bug Description
If you want to set a model-config value to the empty string, you need to do this:
$ juju model-config http-proxy=\"\"
We should instead accept this
$ juju model-config http-proxy=""
or even
$ juju model-config http-proxy=
