tripleo.org is missing its headers

As a result of the transition to the new openstackdocstheme we seem to have lost all content on tripleo.org that is _not_ the docs. Most notably this includes the links that were previously in the header of the page that provided access to the ci status pages and the zuul queue status (maybe others, those are the ones I can remember).

This likely has the same basic cause as https://bugs.launchpad.net/bugs/1702523 Specifically that the new theme doesn't provide the same extension points as the old one and we were using those extensions to embed the docs in tripleo.org.

It's a fairly serious problem since those other pages have become undiscoverable. If you already know their addresses then you can still get to them, but if you don't there's no reasonable way to find them.
