Moving window menu buttons to the left isn't consistent across all applications

Bug Description

I am using Linux Mint 18.2, Cinnamon 3.4

I prefer the menu buttons to be on the left. But setting those buttons, doesn't ensure all apps will also set their close buttons to the left.

To reproduce :

On linux mint 18.2, go to Mint > Windows > Buttons > Left side title bar buttons, and set the settings to close minimize maximize.

Result :
Nemo, and some other apps behave as expected,
but apps like, Google Chrome, Geary still have their close buttons on the right, thus creating an inconsistent experience.

Expected behaviour : All apps should have the close buttons to their left.

Workaround :

For google chrome or chromium :
use gconf-editor set
/ apps/ metacity/ general/ button layout/ to close,minimize,maximize:menu

for geary and many other gtk3_CSD windows
use dconf-editor set
org / cinnamon / desktop / interface / gtk-decoration-layout to close,minimize,maximize:menu
