No. Dash-to-dock doesn't support quicklist and has no such feature. Quicklist is only for unity launcher. However d-t-d can add contextual menu item by some other means.

I think the original GNOME Shell Dock already supports right-click quicklists.

Gnome shell has jump-list (extension: https://extensions.gnome.org/extension/33/jump-lists/) but it also requires zeitgeist. It doesn't have any formal api yet.

For quicklist you can use this extension: https://extensions.gnome.org/extension/322/quicklists/

This isn't a duplicate of bug #1693480. This is about re-enabling "12_unity_launcher_support.patch" which was disabled in nautilus 3.22. But that seems fixed in 3.25. See bug #1711241. So you can mark this as resolved.
