dashboard: BGPVPN admin panel in wrong section

Bug Description

The "BGPVPN Interconnections" admin panel shows up under 'System' rather than under 'Network'.

    dashboard: change admin panel

    BGPVPN Interconnections admin panel was in system group.

    This change put the BGPVPN panel in the network group.
