Bug Description

The "SplitLogCollections" upgrade step which splits up the single log collection into a collection per model, can fail if run more than once on MongoDB 2.4 (i.e. trusty controllers).

This is because the upgrade step relies on the error code returned by MongoDB but older MongoDB versions only return an error string without the numeric code.
