Bug Description
worker/apicaller has a 1 second dial timeout for making API connections, which is far too low. Previously the timeout applied only to the websocket being dialled; it now covers the entire api.Open call, including the Login request. Particularly if the apiserver is rate-limiting logins, this request may take a long time.
