[2.3, UI] As a normal user, Nodes listing shows controllers tab (0 controllers)

Bug Description
As a normal user, I can see the 'Controllers' sub tab. As a normal user, I should not be able to see such tab.

We may want to allow a user to view controllers but not edit them. This way if a user experiences a deployment failure they could look at the controllers for a deployment failure or out of sync images. Then they can ping an administrator with the specific problem instead of 'deployment aren't working'
