Bug Description
prechecks fail on [deployment] host because bootstrap only apply to baremetal target hosts.
The tasks "Checking Docker version" in service-checks.yml and "Checking docker-py version" in package_checks.yml fail on deployment host because bootstrap only applies to baremetal hosts.
The correct configuration on deployment host has to be done separately.
The steps to reproduce:
1. Have a deployment host different from one of the baremetal hosts in a multinode context.
2. Launch kolla-ansible -i multinode bootstrap-servers (Will need this not yet merged patch: https:/
3. Launch kolla-ansible -i multinode prechecks
The task "Checking Docker version" fails if Docker not installed beforehand on deployment host.
