Ports are not deleted in neutron when build network faild

Bug Description

Create baremetal server in mogan. When the neutron ports are created and plug vif failed，the neutron ports are left over. Delete the errored baremetal server，these ports are not deleted together.

    Fix reverting the network when plug vif failed

    Currently, the port is not removed correctly when plug vif failed，
    So we should fix it.
