tripleo-ci net-iso templates are still using o-a-c script

Bug Description

We've been carrying the old-style network-isolation templates in tripleo-ci since they were first added, but we should really start using the new-style native t-h-t templates for Ocata and up since they do provide better debuggability, and that's the path we recommend for new deployments.

Note that the generator tool used to create the tripleo-ci templates now supports the new method, so it's simply a question of re-generating the templates. The main work will be allowing ci to use the appropriate templates for the version being tested because Newton doesn't support the new templates.
