maas should include pci card topology information about network interfaces

Bug Description

When setting up a node to host openstack, we need to setup bonds on pairs of network interfaces that are on separate PCI cards, for redundancy's sake.

To discover which pairs of network interfaces are on separate PCI cards, we have to retrieve the interface_set info from the machine details, and then cross reference that with PCI topology discovered from lshw.

It would be very helpful if instead, maas recognized interfaces that were on the same physical device and grouped them together somehow, or gave them a common identifier like "card0" for all the interfaces on the first card, "card1" for all the interfaces on the second card, etc.
