Include link speed in interface_set output

Bug Description

I want to easily find the linkspeed for an interface in MAAS. I can do this using the lldp output, but it would be a lot nicer if it were in the interface_set info, alongside MTU, etc.

Actually it would be great to get this from something like ethtool or miitool, in the case that lldp isn't setup.

Since link_speed is not configurable by MAAS< this sounds like it could be a Interface Tag and not a property like MTU.

MTU is a property that can be changed and configured.
