swift: no option to view activated capabilities

Bug Description

Swift "list activated capabilities" can only be performed through CLI. There is no option to view swift capabilities in Horizon.

This isn't a bug in swift, sounds like it may be a bug/feature request for Horizon, if so please report for that project.

Which API or CLI command corresponds to this feature request?
I don't see "swift list activated capabilities" command.
Some more information might help someone who are interested in implementing this.

Think command is `swift capabilities`. Seems a little bigger task but would love to work on this.
