instack_undercloud pep8/UT jobs failing with "Could not satisfy constraints"

The pep8, docs and UT jobs are failing for all the instack_undercloud patches with:

Could not satisfy constraints for 'instack-undercloud': installation from path or url cannot be constrained to a version

This is also reproducible locally. Possibly related to its new inclusion in the global requirements? https://review.openstack.org/#/c/435521/

    Update constraints support

    Add library special-casing now that instack_undercloud is part of the global requirements.
