overcloud container image upload does nothing by default

openstack overcloud container image upload takes a configuration file to indicate what images to upload. Unfortunately the default is blank even though we provide a default config via tripleo-common. The docs do not indicate that this configuration file is necessary so a user following the docs does not actually have their images uploaded. The command should be fix to include the tripleo-common configuration by default and the docs should reference the existence of this file.

    Add required config-file to container upload

    The default is no config-file which results in the documented container
    images upload command doing nothing. This is confusing for anyone
    following the documentation.

    Make config options required

    Since we're not providing a default, we should make the --config-file
    and --kolla-config options required to ensure that people don't execute
    it without options and wonder why nothing occured.
