oooq overcloud-validate downloads cirros but it's available on the image

Our overcloud validate-simple from oooq-extras is downloading the cirros images every run but the image is already available locally on the disk. We should check for the cached file first before trying to download it.

Setting it to critical since it blocks gate because of failing cirros downloads.
