Bug Description

We need to be able to OpenContrail with multiqueue support on MOS8. Therefore this change must be merged into packages https://review.opencontrail.org/#/c/21019/1

Allow for creation of multiqueue taps for OpenContrail

We need this for virtion multiqueue support with the kernel vRouter. Tap
created by nova and then passed in to the libvirt has to be multiqueue enabled.

Can't reproduce bug on our test environment. In accordance with our policy, fix should be verified on the customer side.
