kolla and RDO use different uid, gid numbers

Bug Description

One of the causes of the CI breakage bug #1698136 was permission issues caused by the host and container using different uid/gid for the cinder user.

The kolla dockerfiles assign uid/gid to created users driven by numbers set in kolla-build.conf[1]. This means we could specify different values in kolla-build.conf to align these numbers with what the RDO packages use.

So we either distribute a kolla-build.conf which contains the aligned values, or find some way of overriding this in tripleo_kolla_template_overrides.j2

We've decided deliberately different uids is a good thing, to ensure early failure when host files are mounted in a container
