Bug Description
Periodically the peergrouper tries to update the api host ports. Even if no actual change has occurred, an update was written to the apiHostPorts document in the controllers collection.
As this is an important change, it requires all agents to wake up and query for the changes. This document should only be updated when it's content has changed, not just simply it's order.
