Excessive padding in focus rectangle

Bug Description

Since r2581, the padding in the focus rectangle (Icon View) has increased and this causes touching/overlap with the icon for some icons. Padding should be reduced to original value.

When this bug was filed Files had not migrated, I don't think. I believe most existing valid Launchpad bugs will be imported into GitHub.
