Bug Description

The Catkin plugin currently hardcodes ROS_MASTER_URI to localhost. This means ROS systems cannot be split between multiple machines, since the master is not listening on an external interface.

The Catkin plugin should support using the hostname as the ROS_MASTER_URI. It should also support different ports, so perhaps it should simply accept a "ros_master_uri" option to keep it super flexible. Since that's written to a script anyway, even items such as "http://$(hostname):11311" would work as expected.
