update-status frequency needs a knob

Bug Description
On large deployments with lots of units, even though each unit only runs the update-status hook once every 5 seconds, that can translate to updating status in mongo many times per second. There should be a model config setting to control how often update status runs.

Doesn't include reacting to new values being set - that's a fair bit more work.
Best to set up the value at bootstrap or add-model time.
