Bug Description

If rabbit mq queues are created after bulk sync process is initiated, then it is possible that some of the UUID notifications get missed and their processing gets stuck

Connect to rabbit mq before bulk sync process is initiated

In order to make sure all entries updated during bulk sync are processed,
initialize and subscribe to rabbit mq before bulk sync process is initiated
