mailto subscription send mail failed

Bug Description

when I create subscription like this:
openstack subscription create test mailto://<email address hidden> --options ´{"from": "<email address hidden>", "subject": "hello"}´
and I create a new message, but the subscriber can not receive the mail. Because the "to" is null.

    API Ref bug about the mailto protocol

    Actually, the correct usage of mailto protocol should be
    mailto:<email address hidden> instead of mailto://<email address hidden>
