Bug Description

BGP support for always compare med was added via bug 1680005.
This bug tracks the corresponding UI change.

Need to add a new checkbox for "Always Compare MED" under BGP
Options in Global Config. The bgp-always-compare-med property
under should global-system-config should be set to true/false
based on it.
