Web Staff Client - Patron info button alerts suffer from low contrast between alert text and background

To reproduce, edit a patron account and add a bill (such as $125 for a Mug).

The "Bills" button in the patron editor will change to say "Bills ($125.00)", with "Bills( )" in blue text on a white background, and "$125.00" in red text on a white background.

Then click the "Bills ($125.00)" button to view the bills. The button changes to show "Bills( )" in white text on a blue background, but "$125.00" is in red text on a blue background. Red text on that blue background is very low contrast. This is an accessibility problem for pretty much everyone.

The simplest fix is to just change the background text for "$125.00" to white, so that a higher contrast red-on-white is displayed. Patch forthcoming.

Hmm I wonder if maybe that whole entire tab is better served by actually using Bootstrap badges in order to improve visibility... (http://getbootstrap.com/components/#badges)

Cesar, perhaps, but that's likely to take longer than this single line fix. Maybe merge this for a quick accessibility win (for CSS that has existed otherwise untouched for > 2 years) and open a separate bug to explore cutting over to Bootstrap badges?
