Support for a RequiresRoot option in .desktop files

Bug Description

Including a property in a .desktop file named RequiresRoot may make it
easier/cleaner to support programs that require super user privs such as
settings programs.

Right now gksudo is hard coded into those programs requiring it. I suspose this
makes gksudo used on KDE as well.

This bug was filed along with bug #16965 and bug #16966 which are both related to
the same problem.

The desktop files use "X-KDE-SubstituteUID=true" for that now, marking as fixed
